The development of a general layout was discussed by the head of the city Yevgeny Pervyshov at a meeting with the Scientific Research Institute of Perspective Urban Development, which was developing the general layout of Krasnodar until 2040. “The new general layout shall eliminate the existing “distortions” in the development of Krasnodar,” the mayor said. Currently, the research institute specialists are working on stage 4 out of 10. The resource is intended to introduce the main stages of the development of the main urban development document of the Kuban capital, intermediate, and final materials.

– There is a big and serious work going on. As a result, we need to get a comprehensive, functional that would take into account up-to-date realities, allow the city to develop dynamically, and eliminate the existing “imbalances” in the social and transport infrastructure. It is important that at each stage an open discussion takes place; for this purpose, a special website is launched among other things. To avoid repetition of the previous experience, when the prepared changes to the general layout reached the public discussions at the final stage, there were many comments to them, and the matter did not go further, the proposed adjustments were rejected. Today it is important for us to work as openly as possible. Thus, by the final stage, we will eliminate all the issues that arise, we will receive an agreed document that would take into account the opinions and assessments of the expert community, residents of the city, so that we have a truly “public agreement document,” said Yevgeny Pervyshov.

The head of Krasnodar also added that in addition to solving the issued to develop social, transport, and engineering infrastructures, it is necessary to reflect the city’s development designs that are already in operation in the new general layout: creation of the Krasnodar agglomeration, the strategy for the integrated development of the city’s transport infrastructure until 2035, Krasnodar Strategy 2030, and the subject of protection of the historical center of the Kuban capital.

In addition, according to Yevgeny Pervyshov, it is important to take into account new lands that Krasnodar received from federal property for future integrated development. First of all, this is 1,500 hectares area near Znamensky village and Novoznamensky residential area, where it is planned to arrange a medical cluster, industrial enterprises, arrange roads and utilities, build modern residential areas with all the accompanying infrastructure.

Sergey Mityagin, the general director of the Scientific Research Institute of Perspective Urban Development Ltd., Honorary Architect of Russia, Professor, Irina Yevplova, project manager, and Vyacheslav Kharchenko, moderator of “генплан-краснодар.рф” website, told about development of the general layout of Krasnodar at the meeting.

Besides, the meeting was attended by Alexandra Ustroyeva, the first deputy of chief architect of the Krasnodar Territory, and Vladimir Tsoi, the director of the city department of architecture and urban development.

Irina Yevplova told that the first 4 stages out of 10 stages of the general layout are currently being carried out. The following works are being conducted: topographic and geodetic works to create a vector digital topographic plan for Krasnodar – a cartographic basis for the general layout design; initial data are being collected and systematized, which will be combined into a spatial database and a database of electronic documents; urban development analysis of the city; preparation of proposals for the concept of the general layout of Krasnodar for the period 2021 – 2040, which will contain proposals for the main areas of future development of the Kuban capital including the industrial sector, social, transport, and engineering infrastructure.

All stages of the work can be found on the website. According to Irina Yevplova, the current general layout of Krasnodar dated 2012 was developed in 2007– 2009 and is based on 2007 data. Currently, it is outdated both in the content and in the structure and does not comply with the requirements and the current legislation.

In addition, up-to-date Krasnodar has “outgrown” those planning and economic indicators that were laid in the general layout dated 2012. For example, the population of the city was forecasted as about 950 thousand people by 2025. However, Krasnodar officially received the status of a million-plus city already in 2018. According to the latest Krasnodarstat data, about 1,010,000 people live in the regional center. In this case, all the territories that were planned for construction were developed.

Features of the planning structure of the city include the high build-up density of the historical part and the low density of the individual build-up adjacent to it, while the build-up itself does not constitute a single entity; it mainly consists of separate residential complexes.

The main street-road network is not sufficiently developed in Krasnodar. Its density does not correspond to the regulatory one and is extremely heterogeneous: it is dense in the center and decreases to the outskirts. At the same time, the construction of the road network is lagging behind the housing development rate.


“Development of the new general layout will make it possible to correct the existing functional disproportions, optimize the functional planning structure of the city, determine the most socially and economically efficient urban development policy until 2040,” said Irina Yevplova.

The final document will consist of an explanatory note and three maps: map of the city boundaries, map of the planned arrangement of local significance objects, and map of the city functional zones.

The map of the planned arrangement of local significance facilities will show existing and planned social facilities (schools, kindergartens, clinics, cultural institutions, sports complexes), transport facilities (road network, overpasses, traffic intersections), and utilities.

Targeted use of territories will be “registered” including the designation of residential and industrial zones, recreational areas (common green spaces, parks zones, etc.) on the map of functional zones.

After complete development of the general layout design, it will be sent for approval to the federal, regional, and city structures including departments and agencies of the Russian Federation. In the process of development, public hearings and discussions on the concepts of the general layout and the design itself will be held.

According to the designers, the concept of the new general layout of Krasnodar will be presented in July 2019.

The fact that the Scientific Research Institute of Perspective Urban Development (Saint Petersburg) began to develop a new general layout of Krasnodar became known in late November 2018.

In 2016, a rally of Krasnodar residents against amending the former general layout of the city  escalated to the federal level : the Public Television of Russia (OTR) told about the protest of the Kuban capital residents held in the Chistyakovskaya grove of Krasnodar.

Veniamin Kondratyev, the Kuban Governor, harshly  criticized   the old general layout of the region capital and advised Yevgeny Pervyshov, the acting Krasnodar Mayor, to dismiss officials who made changes to the general layout. The governor demanded constructive work to make amendments to the main urban development document from both regional and city authorities, as well as from public organizations.

In December 18, 2016, it became known that the general layout of Krasnodar will be  transferred to Gorkadastproekt municipal enterprise for revision; this decision was voiced by the mayor Yevgeny Pervyshov.

Probably, the specialists of the municipal bureau failed to cope with the task, since at the end of November 2018 it became known that he Scientific Research Institute of Perspective Urban Development, which had begun the preparatory phase of development of the general layout of the Kuban capital, will deal with the main urban development document of Krasnodar. It is reported that all the work with the new general layout of Krasnodar may take up to 3 years
