Pavel Spirin was born on September 21, 1982.

Member of the Commission of the State Council of the Russian Federation in the areas of "Construction, housing and communal services, urban environment" and "Small and medium entrepreneurship".

Member of the Public Council under the Federal Tax Service of Russia for St. Petersburg.

Member of the Interdepartmental Coordination Council of the Russian Academy of Sciences for Spatial Development.

Member of the Scientific Expert Council of the Azov Region.

Pavel Spirin is head of the Department of Urban Development at the Higher School of Design and Architecture of Peter the Great St. Petersburg Polytechnic University.

The chairman of the State Examination Board for the master's program "Economic Geography and Digital Spatial Analytics" at St. Petersburg State University.

Awards: two golden medals for the urban plans of Sochi city (2025) and Anapa city (2022), silver medal for land-use planning scheme of Arkhangelsk Region (2023), diploma for the urban plan of Krasnodar city (2020).
