Pavel Spirin was born on September 21, 1982.

Head of the Department of Urban Planning at the Peter the Great St. Petersburg Polytechnic University.

Author of more than 100 scientific and strategic urban planning projects.

Member of the Commission of the State Council of the Russian Federation in the areas of "Construction, housing and communal services, urban environment" and "Small and medium entrepreneurship".

Member of the Board of the Union of Architects of Russia (St. Petersburg branch).

Member of the Maritime Council under the Governor of the Leningrad Region.

Member of the Urban Development Council of the Leningrad Region.

Member of the Public Council under the Federal Tax Service of Russia for St. Petersburg.

Member of the Interdepartmental Coordination Council of the Russian Academy of Sciences for Spatial Development.

Member of the Working Group for the Development of a Technological Development Plan for the Construction Industry under the Ministry of Construction of Russia.
