The implementation of an effective urban planning policy in a market condition is an imperative priority for creating a safe, cost-effective and comfortable urban environment. Using the example of the Leningrad-St. Petersburg agglomeration, it is possible to identify both the fundamental problems of the current urban planning legislation common to the whole country, as well as the obvious regional aspect of the interaction of two subjects of the Federation separated by administrative borders, but having a single urban planning system. The key to creating an effective, balanced agglomeration model for the development of a territory is to build control over urban planning activities, and the legal mechanism for maintaining a balance between private and public interests is high-quality multi-level urban planning documentation, which should be of a long-term strategic nature and should not be changed by the initiatives of interested parties in favor of private investment projects.
