Abstract.
The nature-saving, socially fair and economically effective development of the Russian Federation requires optimization of the content and forms of urban planning activity from setting tasks for the territorial organization of environmentally acceptable nature use through sectoral and regional balances of volumes and territorial distribution of objects of the material and spatial environment to the implementation of investment and construction project documents and the operation of these objects. Strategic and territorial planning documents are responsible for the rational placement of capital construction projects. A common disadvantage of these documents is the practical lack of environmental justifications for the permissibility of the required and planned parameters of territories and types of their use in the current, medium and long - term periods. Meanwhile, changes in the state, parameters and configuration of the Earth's surface areas as a result of economic and urban planning activities have a significant impact on the qualitative and quantitative characteristics of mass and energy exchange processes in the biosphere and climate changes. The need to take these processes into account in solving the problems of territorial planning itself generates the need to improve the methodological basis for preparing documents in terms of balancing the composition of functional zones, determining their parameters and the planning structure of the territory.
