The development of the creative population of Academician V.I. Vernadsky in the feld of practical use of the laws of the evolution of the Earth’s biosphere, as well as outstanding geographers E.N. Pertsik and G.M. Lappo gives the key to revealing the prospects for the development of urban planning and its naturetransforming, environment-forming function. This key is a condition for preserving and improving the spatial structure of the balance of material-energy natural and anthropogenic connections. The general trend in the development of the Earth’s biosphere is a natural consistent expansion of the space occupied by life, in general, the transformation of the types of organization of both living and inanimate matter, changes in its forms and mass. The correspondence of the level of development of the environment-forming activity to scientifc, technical, economic and environmental opportunities, social needs of the transformation of the biosphere from spontaneous, sometimes dramatic correlations should move to the stage of consciously used objective law of the joint progressive evolution of Nature and Society. On the basis of this law, society will be able to constantly regulate its institutions and mechanisms, economically adjust their activities in order to achieve an ecological balance of economic structures and settlement.
