The decision on approval was made at an extraordinary session of the Sochi City Assembly after agreement with all regional and federal departments.
Master Plan of Sochi has a social orientation. By 2044, it is planned to build and expand 624 social facilities. More than 770 hectares of the resort territory have been reserved for new schools, kindergartens, cultural and healthcare institutions, and sports complexes. It is planned to create several social clusters in the city, in which educational and sports institutions necessary for citizens will be concentrated, and points of scientific and technological growth will be created.
The master plan determined the future prospects for the development of Sochi as the largest balneological and mountain climatic resort in Russia. As part of the implementation of investment projects, it is planned to create almost 20 thousand hotel rooms in Sochi in the coming years, and in total - 77 thousand before the end of the new Master Plan, which will provide additional jobs and new points of economic growth. According to experts, by 2030 the total tourist flow will reach at least 10 million tourists per year.
The strategic territorial planning document reflects all areas of possible flooding and landslides, and measures have been taken to limit housing construction. It became possible on strictly designated land plots as part of integrated development projects for the territory, which provides for the mandatory creation of all social and engineering infrastructure necessary for residents, as well as access roads. Experts have already begun to develop new Land Use and Development Rules that will consolidate these urban planning standards.
