Abstract. Russia is a unique state with large economically undeveloped spaces and rare clusters of populated places, a country of great rivers, large lakes, boundless forests, vast steppes and polar deserts. In the course of political transformations and economic reforms, the interest and socio-class structure of society were taken into account in which only indirectly reflected both the levels of social and scientific and technological progress, the nature of the social division of labor, and the natural basis of development and the historical location of productive forces. Currently the issues of spatial organization of the country, as the most important public and state interest, are not posed as the state task. At the same, time the ratio of costs and incomes in the economy depends on the spatial organization of productive forces and their placement.
