22–26 June 2021, in Novosibirsk meeting of the Council of Chief Architects of the constituent entities of the Russian Federation, municipal units and the Council of Chief Architects of the capitals of the CIS countries was held.
The main idea of the meeting: "Chief architects of cities and regions of Russia and the CIS countries for future: the best initiatives and practices."
For the first time Novosibirsk was the organizer of the meeting of the Council of Chief Architects of Russia and the CIS. High professionals from the Moscow, Leningrad, Tyumen, Vologda regions, as well as from the Perm, Tomsk, Komi, Khakassia arrived in the capital of Siberia. The Council was attended by representatives of the CIS countries: Armenia, Kazakhstan, Moldova.

The business program was very eventful: for five days a plenary session, discussions, master classes were held, during which participants discussed issues in the field of architecture and urban planning. Experts exchanged experience, developed proposals for improving the relevant legislative, regulatory and legal framework, analyzed various aspects of architectural and urban planning practice, presented examples of effective interaction with residents, businesses, authorities, etc.
NII PG Director Pavel Spirin also attended the meeting.

He made a report "The inter-sectoral significance of urban planning documentation in the legal, economic and infrastructural development of a municipality". He was telling about the international experience of spatial policy, strategic planning in the Russian Federation and directly about the Institute's experience from pre-project research and justifications to the preparation of project documentation and designer supervision at a stage of a project implementation.
