Получив архитектурное образование в ЛИСИ (современный СПбГАСУ), Сергей Дмитриевич первое время работал в ЛенНИИпроекте, где среди прочего занимался проектированием кварталов вдоль проспекта Ветеранов и проспекта Стачек. Позже, возглавив НИИПградостроительства. а позже НИИ ПГ, Сергей Дмитриевич принял участие в разработке более 100 градостроительных проектов – это и генеральные планы таких городов, как Краснодар, Ялта, Сургут, Череповец, Нефтеюганск, и регламенты для застройки городов со сложной исторической частью – Владимира, Калуги и Санкт-Петербурга. Кроме того, в 2004 году архитектор основал ГУ «Научно-исследовательский и проектный центр Генерального плана Санкт-Петербурга».
Сегодня Сергей Митягин — академик РААСН, Заслуженный архитектор Российской Федерации, доктор архитектуры, профессор. Еще в период обучения в ЛИСИ его стало интересовать взаимодействие архитектуры и экономики, потому, начав преподавать, он основал кафедру «Экономика градостроительства» и организовал новые специальности «Городской кадастр» и «Экономика на предприятиях природопользования».
