On March 19, 2025, NOPRIZ conference was held in St. Petersburg. It was dedicated to the development of a General Scheme for the Settlement and Urban Development of the Russian Federation in order to implement the Spatial Development Strategy of the Russian Federation until 2030. The moderator was Anvar Shamuzafarov, President of the NOPRIZ.
Pavel Spirin presented an analytical overview of the provisions of the Spatial Development Strategy of the Russian Federation for the period up to 2030 with a forecast up to 2036 and the Institute's main proposals for the development of the framework of road transport infrastructure, the development of territories along the coastlines and the development of marine zones of Russia with restoration of the settlement system in the Arctic.
Sergey Mityagin proposed to specify the discussed General Scheme of Settlement and Urban Development by federal districts, taking into account regional strategies for socio-economic and spatial development, as well as to think about creating a federal agency for spatial development to coordinate its implementation.
Anvar Shamuzafarov stressed that all comments received by NOPRIZ regarding the development of the General Scheme will be taken into account, and called on the professional community to actively engage in a discussion of its conceptual foundations.
