In the discussion "Master Plans as a Tool for Achieving National Goals" NII PG Director, RAACS academician Pavel Spirin discussed the role of master plans in the structure of urban planning documentation.
At the strategic session "Improving the Efficiency of the St. Petersburg Strategic Planning System: Territorial Aspect" Pavel Spirin presented a report on the role of digitalization in the socio-economic justification of regional territorial planning and the creation of digital twins of territories.
In his presentation, he emphasized the critical importance of high-quality urban planning documentation for modern cities, which serves as the foundation for the sound development of the urban environment.
Pavel Spirin particularly highlighted the NII PG experience in various regions of Russia and neighboring countries, which confirms the effectiveness of an integrated and digital approach to territorial planning.
Furthermore, Pavel Spirin highlighted the role of a digital urban plan in the international context, using the example of Bishkek's master plan.
"Cities need high-quality urban planning documentation and a digital urban plan, linked to the cadastral register. Integrated territorial development is the key to creating a comfortable environment and efficient resource use. Only through planning projects and careful reservation of investment sites can we ensure sustainable territorial development," – Pavel Spirin emphasized.
The event was also attended by the heads of the city's districts, as well as representatives of the Committee for Urban Development and Architecture of St. Petersburg.
The experts agreed that an integrated approach and the use of digital technologies are key to effective and sustainable territorial planning.
