The unified document of territorial planning and urban zoning was approved by the decision of the Surgut City Duma on December 3, 2024 No. № 703-VII ДГ.
The document was developed as part of research work on updating strategic planning and correcting territorial documents aimed at increasing the effectiveness of territory development management. The result of the research work was also two other key documents: the strategy of social and economic development until 2036 with a perspective until 2050, local standards of urban planning.
The document takes into account the projected increase in population to 570 thousand people by 2044. The main goal of the city's development is to create a comfortable and modern urban environment with a developed social infrastructure, an innovative economy and a high quality of life. The realization of this goal includes the modernization of existing enterprises, the diversification of production, the creation of a scientific and technological center and an industrial park.
Surgut is a key transport and logistics hub in the system of transport connections of the Khanty-Mansiysk Autonomous Okrug - Yugra and the Russian Federation. The city is located at the intersection of the federal transport corridors "North Ural" and "Siberian Meridian", which determines its strategic importance for the development of the transport infrastructure of the region. As part of the improvement of external transport connections, the reconstruction of the airport complex, the modernization of the railway station, the construction of additional second public railway tracks on the route "Tobolsk - Surgut - Korotchaevo", the creation of a new road and the second bridge over the Ob River, as well as the construction of modern transport and logistics complexes are planned.
The social infrastructure of the city will be significantly improved. The construction of 56 kindergartens, 51 schools, 86 institutions of additional education, 6 hospitals, 25 polyclinics and 4 ambulance stations is planned. Also, 50 libraries, 4 cultural centers, 60 sports complexes, including 13 with swimming pools, as well as an actor and puppet theater, a theater complex, a concert hall and 40 youth centers, including a multifunctional youth center, will be built.
To create an environmentally friendly environment, the development of green areas is provided. It is planned to create 495 hectares of urban forests and 460 hectares of green areas for public use, improvement of parks, squares and embankments with a length of 12.6 kilometers. For rest and recreation, 17 culture and recreation parks, a beach-recreational zone on Lake Zayachye and 19 recreation centers in the picturesque coastal zone of water bodies will be organized.
