The Leningrad region is a strategic region of the Northwestern Federal District and Russia as a whole. Due to its unique geographical position on the Baltic Sea coast and close proximity to the countries of the European Union and to the largest ports in Europe, the Leningrad Region has become the gateway to Russia.
The Leningrad region is also one of the most attractive regions for tourists. A significant part of tourists moves into the region by roads, therefore the creation of modern road services and tourist infrastructure is currently important for both federal and regional roads.
The federal highways passing through the Leningrad region define the framework of the planning structure dividing the territory into ten large sectors —auto-tourist clusters. Connections between and within sectors are carried out along regional roads which are the subject of the project.
The level of road service lags behind the pace of tourism development. Road service facilities, i.e. gas and service stations, restaurants, hotels, etc., are currently located randomly, and their total number is insufficient.
Thus, it is required to ensure not only safe traffic for road users, including tourists, but also a comfortable stay on public roads. Our project helps to solve these problems.
The project identifies 26 regional roads with the most intensive traffic in the Leningrad region and proposes the location and composition of multifunctional road service zones. The multifunctional road service zone is a zone of road service facilities for road users, including car maintenance and repair, food, recreation, etc.
Currently, there are three types of the zones. Type A includes the location of a gas station and recreation area. Type B — gas and service stations, recreation area, food service. Type C — gas and service stations, recreation area, food service, a motel or / and camping.
The project proposes to expand the range of services for types A and C. Project adds a restaurant, shop, recreation areas and excludes a gas station for type A. Recreation and entertainment areas, restaurants, rentals, tourist service facilities have been added for type C.
Potential clients will be truck drivers, tourist groups, regular trips passengers, private drivers and their families, as well as individuals who specially stop to receive the above services.

Moreover, proposals for the creation of a modern road service infrastructure have been developed with respect to growing flow of tourists.
Also, the concept solutions will help to reveal the tourism potential of the Leningrad region. Tourists traveling around the region are attracted by its visual diversity: the seaside position, variety of rivers and lakes, features of natural and cultural landscapes. The Leningrad region has the potential for the development of all known types of tourism including: cultural, educational, event, business, ecological, children's, cruise, active, sport, skiing, health, pilgrimage, etc.
Auto-tourist clusters along the regional highways create an infrastructure for the development of tourist activities, thereby developing small business and activating the socio-economic development of municipal units.
The construction of road infrastructure facilities in the form of multifunctional road service zones and the formation of auto-tourist is aimed at ensuring safety on regional roads, providing high-quality road service and variety of tourist services, providing information for road users about the tourist potential available in the adjacent territories. That all together will attract additional flows of tourists, expand the places of employment, increase the investment attractiveness and competitive advantages of the Leningrad region.
The approaches of infrastructure development of regional public roads by forming auto-tourist clusters can be used for other regions of the Russian Federation.
