The Unified Document for Territorial Planning and Urban Zoning of the Samara Urban District outlines the main directions of the city's spatial development, functional zoning, land use regulations, and urban planning restrictions.
Samara is the largest administrative center of the Volga Federal District and, within the Volga Region, the leader in population and economy. The city occupies a key position in the Samara-Togliatti agglomeration (2–2.7 million people), the third-largest in the country after Moscow and St. Petersburg.
The purpose of the Unified Document is to ensure the comprehensive socio-economic and spatial development of the Samara Urban District, including the creation of conditions for the implementation of key strategic, programmatic, and legislative acts.
The main objectives of the Unified Document are:
- Formation of a holistic spatial structure for the city;
- Optimization of land use and zoning by function;
- Planning the development of the transportation network, engineering, and social infrastructure;
- Ensuring sustainable development, taking into account environmental measures;
- creating conditions for investment attractiveness and improving the quality of life of the population.
