On June 11, 2026, by Order No. 368/pr of the Ministry of Construction of Russia, Set of Rules 42.13330.2026 "Urban Planning. Territorial Planning and Development" was approved – an updated version of SP 42.13330.2016, the fundamental set of rules in the field of urban planning.
The new version of the set of rules provides for a number of fundamental changes, including:
- Implementation of requirements for the planning structure of cities and municipalities, the basis of which should be formed by a natural-ecological, historical-cultural, and transport framework;
- Exclusion of spontaneous and spot development when establishing zoning and urban planning regulations;
- Implementation of requirements for integrated development of the territory with the provision of the necessary social (kindergartens and schools, clinics and hospitals, sports and cultural facilities), recreational (parks, boulevards, gardens), transport, and utility infrastructure;
- Requirement for the design of mid-rise and high-rise buildings in rural areas to be consistent with urban standards;
- Systematization of requirements for individual housing construction, including service radii for social facilities; calculation of housing and population volumes; exclusion of adjacent individual and high-rise residential buildings;
- Establishing requirements for the preparation of territorial planning projects for: elements of the planning structure (district, microdistrict, block); development of residential and non-residential properties, public areas and green spaces; the use of re-use design documentation, standard design documentation, territorial planning restrictions, etc.;
- The need to calculate the temporary population (tourists, seasonal workers, gardeners) to account for future flows and plan the service infrastructure;
- Integrating the "15-minute city" concept into requirements for accessibility of facilities and the creation of a high-quality urban environment;
- Ensuring high-speed transport mobility through the development of a high-speed ground transportation system; strengthening urban rail as a high-speed public passenger transport mode in large and major populated areas, as well as the development of bicycle transport infrastructure, including for the development of personal mobility devices;
- Consideration of underground space development with the placement of retail, catering, leisure, sports, industrial, utility, and warehouse facilities and complexes, as well as engineering and transport infrastructure, when preparing the functional planning organization of large, major, and largest cities;
- Integration of a system of standardized amenities (adult recreation areas, children's play areas, physical education areas, and dog walking areas) for districts, microdistricts, and neighborhoods;
- Establishing requirements for the placement of online store pickup points and related infrastructure, taking into account the development of digital commerce.
Expected Results of Applying the New Set of Rules 42.13330.2026
- Unlocking the urban development potential of territories to create a comfortable and safe living environment;
- Improving the quality of living environment for citizens;
- Creating transparent requirements and clear rules for urban development and investment activities;
- Maintaining a balance between public and private interests;
- Harmonization of technical regulations for urban development documents with Russian Federation legislation.
The new version of the document takes into account modern approaches to spatial development of territories, integrated planning, transport mobility, digital transformation, and the creation of a comfortable urban environment, forming the regulatory framework for the sustainable development of cities and rural settlements in the Russian Federation.
