The unified document for territorial planning and urban zoning for Saratov is being developed under a government contract. The project is being developed in seven stages.
Saratov is the administrative center of the Saratov Region and a major industrial, agricultural, educational, and cultural center.
The unified document defines the goal of the city's spatial development: sustainable socio-economic and spatial development of Saratov as the center of a polycentric agglomeration with strong positions in industrial production and the agro-industrial complex, developing tourism and creative industries, and a high level of urban amenities and comfort.
During the preparation of the unified document, a digital version of the urban plan was developed, which can serve as the basis for creating a digital "twin" of the city. This innovative tool will allow for modeling various spatial development scenarios, forecasting the socioeconomic impacts of management decisions, and promptly integrating updated data into monitoring and analysis systems.
