During the extended meeting of the Urban Development Council, chaired by the region's Chief Architect, Anastasia Puzanova, a meeting was held with NII PG specialists, employees of executive authorities, and representatives of the professional and academic community in the field of architecture.
One of the key stages in preparing the document was a public opinion survey. NII PG launched a special portal where residents could assess the state of the urban environment and identify priority development areas. Based on the survey results, Saratov residents noted a shortage of parks and squares, sports grounds, parking, and dog walking areas. Residents also emphasized the need to improve the quality of the urban environment in all districts of the city and maintain the ecological balance.
According to the draft Unified Document, Saratov is considered the center of a polycentric agglomeration. The plan calls for the creation of two district centers and four subcenters.
"Our main goal is to create a polycentric agglomeration with a high-quality urban environment, where each district will receive the necessary services, comfortable public spaces, and modern infrastructure. We rely on the opinions of residents and strive not only to preserve but also significantly enhance Saratov's potential as a key center for the Volga Federal District," noted Irina Grishechkina, project manager and NII PG chief urban planner.

Development of transport and social infrastructure is also planned. By 2045, the number of kindergartens, schools, and gyms is expected to increase. The city may also have a museum of contemporary art, a convention and exhibition center, a planetarium, a concert hall, and a multifunctional cultural complex.
In the area of sports, the document proposes the construction of a tennis academy, a fencing center, a martial arts center, and a ski resort.
A significant section of the Unified Document is devoted to engineering infrastructure. Specifically, it provides for the modernization of water supply, heating, and wastewater disposal networks, the construction of water treatment plants, and the establishment of a centralized water supply system in 13 settlements.
Special emphasis is placed on the city's ecological framework. The project proposes creating new green spaces with a total area of approximately 730 hectares, as well as developing the Volga River's coastal areas and island spaces.
Furthermore, the draft Unified Document proposes changes to the urban zoning system: instead of 29 functional zones, 42 territorial zones with differentiated urban planning regulations will be created.
Following the meeting, members of the Urban Planning Council made additional proposals. After revision, the draft Unified Document will be submitted for public discussion.
